CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for HD Solid State Transmitters.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objective in issuing this RFP is as follows:
CBC/Radio-Canada is seeking proposals to identify the successful proponent for the supply of the FM HD transmitter (Solid State) systems at various locations across Canada. The intent of this RFP is to detail CBC/ Radio-Canada's requirements for the new FM Transmitter (Solid State) systems with a view of having the proponent to design, manufacture, and test the said systems along with accessories, spares and documentations. These FM HD transmitter systems will be installed to be on air in fall 2019.
2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:
- The proponent must provide evidence that your company is either a Manufacturer of the equipment covered by this RFP or their designated representative in Canada. If a reseller, provide a letter signed by a duly authorized representative of the Manufacturer and the Reseller Company have a formal business relationship.
- CBC/Radio-Canada will consider only Proposals from Proponents with established business in the field of broadcast radio with demonstrated sales in the North American market (in minimum of 5 of the ten largest broadcast markets in Canada or USA).
- The proponent should have supplied the proposed systems in North America within the last 3 years and at least to 3 different end users. The Proponent shall provide a list of references that meet the above requirements.
- The equipment covered by this RFP shall be manufactured or assembled at Manufacturer's North American facilities. Provide details of Manufacturing/ Assembly location.
- Industry Canada Type Approval:The transmitter shall be type approved by Industry Canada for use as a FM broadcast transmitter.
- Spare Parts Availability: The Corporation specifies that a sufficient inventory of spare parts to maintain the transmitter in good working condition shall be made available from the transmitter manufacturer for a period of time commencing from the date of shipment of the transmitter from the manufacturing plant to ten calendar years. The spare parts inventory shall include all assemblies, sub-assemblies, and semi-conductors and any component made on a proprietary basis for the transmitter manufacturer. Upon receiving written notification from the CBC of the need of a specific spare part, the supplier shall deliver the part to any CBC destination in Canada no later than thirty calendar days from the date of notification.
- Solid State power amplifier system: An amplifier system must consist of multiple amplifier modules connected such that their powers combiner to provide full power rating of the transmitter. The Proponent shall state the result of disabling one and subsequent amplifier modules with respect to full rate power. The supplier must state minimum number of modules to maintain operation and expected maximum power for this configuration. This shall be demonstrated during all acceptance testing. If the transmitter utilizes some method of automatic power control this test shall be performed with the power control active and then disabled.In the event of failure of a module, redundancy shall be provided by isolating the input and output of each module thus permitting uninterrupted operation at reduced power if one or more of the amplifier modules are removed.

To obtain the RFP Documentation, Proponents must submit
Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.
The document(s) to be completed and signed must be submitted no later than
6th March, 2019 3:00 p.m. Eastern Time to the CBC/Radio-Canada Representative for this RFP (see item 4 below for co-ordinates).
Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFP documents are ready for download,
no earlier than, 7th March 2019.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # MTIS20190128) in the “Subject” of the e-mail.

Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in
PART I: INTRODUCTION , Table 1: critical dates of the RFP process.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than 27, March 2019 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
