Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for Employee Assistance Program (EAP).

The initial term of any Agreement resulting from this RFP will be for three (3) years, starting April 1st, 2018, with 2 irrevocable options for CBC/Radio-Canada to extend for 2 year period, by sending a written notice prior to the end of each term. Any extension will be under the same terms and conditions as those of the initial term unless otherwise specified by CBC/Radio-Canada.

SUMMARY OF REQUIRED GOODS/SERVICES:

The Supplier will be responsible for delivering EAP services across Canada and in foreign bureaus. Major centers are listed in Appendix A1. Broadly, services can be divided in three categories:

Counseling services based on an assessment-referral with short-term counseling model.
Individual wellness services
Organizational wellness services

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is open only to Proponents who meet each of the following mandatory requirements:

YEARS IN BUSINESS

Proponents must have been in business for at least 5 years.

MANDATES OF SIMILAR NATURE

Proponents must provide at least three (3) mandates completed in the past five (5) years for delivery of EAP services in Canada and internationally in both official languages.

EAP BRANDING

The proponent must agree to use CBC/Radio-Canada’s EAP branding and existing toll free number.

3. TO REQUEST THE RFP DOCUMENTATION
To obtain the RFP Documentation, Proponent must:

Complete and sign CBC/Radio-Canada’s standard Confidentiality and Non-Disclosure Agreement. Please note that in order to maintain total integrity and fairness CBC/Radio-Canada will not entertain changes to the NDA which, at this point, is for the purpose of this RFP.
Submit a written statement signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2. MANDATORY REQUIREMENTS FOR PARTICIPATION above,

4. COMMUNICATION WITH CBC/RADIO-CANADA
All questions must be submitted thru the Merx platform, before the date specified in the INSTRUCTIONS TO PROPONENTS, section 3. SCHEDULE.

5. RECEIPT OF PROPOSALS
Proposals in response to this RFP are due no later than April 13, 2018, 12:00:00 p.m. (noon) ET.

Note:
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.

The Proposal must include pricing Appendices, financial statements (if required) and the financial stability Appendix, and must be submitted in two (2) separate files:
