CBC/Radio-Canada is seeking Responses from the industry in response to its Request for Information and Qualification (“RFIQ”) for Turn-Key Digital Production Services
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFIQ are as follows:
The Request for Information and Qualification (hereinafter “RFIQ”) is to obtain information from Digital Production Services Suppliers able to provide turn-key solutions to manage and execute business requirements in support of CBC/Radio-Canada’s sports properties and special events and identify Respondents who may be qualified to participate in a possible Request for Proposal process (hereinafter “RFP”).
Pursuant to the RFIQ, CBC/Radio-Canada may elect to continue the process and proceed to a second step, without obligation, which may result in a Request for proposal (hereinafter “RFP”). In the event that it does decide to proceed with the RFP, CBC/Radio-Canada reserves the right to include in that RFP any criteria, terms, conditions, and requirements it deems necessary.
Respondents must understand that CBC/Radio-Canada would limit participation in submitting a proposal only to Respondents who have Qualified as part of this RFIQ.
2. MANDATORY REQUIREMENTS:
This RFIQ is open only to Respondents that meet each of the following mandatory requirements and that provide proof of compliance when applicable:
- Have their offices located in the Greater Toronto Area (GTA)
- Can create and provide all content and communications in both French and English
- Offer a turnkey, all-inclusive solution that must include
- Develop and present digital/social platform strategies
- Create and implement digital/social platforms
- Monitor digital/social platforms
- Oversee, execute and maintain digital/social content
- Oversee partner website responsibilities of digital/social content
3. TO OBTAIN THE RFIQ DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Respondents must obtain the RFIQ documents through Merx.
1. Determine your eligibility to participate based on the description/objective statement for the RFIQ.
2. To obtain the documents you must be registered with Merx. If you are not already registered, you may sign up by clicking on the link provided above. For additional information on the terms and conditions of use of the MERX platform, please call Merx directly at 1-800-946-6379.
Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
5. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFIQ must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFIQ, whose coordinates appear below. All e-mails pertaining to this RFIQ must state the RFIQ reference number (RFIQ # MTIS20220620) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Respondents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFIQ documents. If so, or if there is any doubt about the meaning of any part of this RFIQ, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFIQ Process of the main document. CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.
6. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than July 22nd, 2022 at 5:00:00 pm, Eastern Time.
The Respondent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Respondent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, and whether the time indicated on such clock is accurate or not.
Partial Responses, amendments or revisions which are received after the date and time for the RFIQ Submission Closing Date will not be accepted.
