Consulting Services for the Administration of Environmental Sustainability Services, including Climate Mitigation, Energy and Climate Resilience and Adaptation
PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
CBC/Radio-Canada is seeking Proposals from the industry in response to its Request for Service Agreement (“RFSA) for the provision of consultation services for the Administration of Environmental Sustainability, including Climate Mitigation, Energy, and Climate Resilience and Adaptation.
An Agreement resulting from this RFSA may potentially be for one (3) years with three (3) irrevocable option(s) to extend for one (1) year period.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The objective of this Request for Service Agreement (RFSA) is to select and qualify suppliers to guide CBC/Radio-Canada in its decarbonization journey as part of its Greening Our Story strategy and NetZero corporate target. The scope of professional services is broken down into three streams by subject matter:
1. Sustainability;
2. Climate Mitigation and Energy;
3. Climate Adaptation.
Proponents may submit a Response for some or all the streams and therefore may qualify for one, some, or all the streams for which they submitted a proposal.
2. MANDATORY REQUIREMENTS:
This RFSA is open only to Proponents who meet the following mandatory requirements.
- Proponent and its assigned resources must be proficient in English language skills (Spoken, written, and comprehension)
- Proponent must provide evidence that it has a deep understanding of Canadian, Provincial, and Territorial Environmental Legislations and has delivered a mandate under at least one of these legislative frameworks.
3. TO OBTAIN THE RFSA DOCUMENTATION
CBC/Radio-Canada uses MERX to manage its solicitation process. All Proponents must obtain the RFSA documents through MERX

- Determine your eligibility to participate based on the description/objective statement for the RFSA.
- To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link (https://www.merx.com/cms-portals/MERX/cms/public/help/guides/supplieruserguide-v1.0.pdf) and/or call 1-800-964-6379.
- Download the mandatory requirements qualification form. (this will also register you for the RFSA)
- Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
- Email the completed form to the contact indicated in section 4 of this document
The document(s) to be completed and signed must be submitted to the CBC/Radio-Canada representative no later than Tuesday, April 25, 2023, 3:00 p.m. Eastern Time
Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from MERX that the RFSA documents are ready for download, no earlier than Friday, April 28, 2023.
CBC/Radio-Canada is not responsible for the distribution of the documents which is the sole responsibility of the Proponent and can only be obtained through the MERX portal by download.
4. COMMUNICATION WITH CBC/RADIO-CANADA
A. Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose coordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA # LEG 20230112) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, Proponents must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
IMPORTANT NOTE: CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than May 18, 2023, @ 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments, or revisions that are received after the date and time of the RFSA Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
