Title: e-Learning Design and Development Solutions
PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Service Agreement (“RFSA) for e-Learning Design and Development Solutions
An Agreement resulting from this RFSA may potentially be for three (3) years with one (1) irrevocable option(s) to extend for one (1) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFSA are as follows:
The objective of this Request for Supply Arrangement (herein RFSA) is to retain skilled, non-exclusive Qualified Suppliers to design and develop various types of French and/or English custom e-learning solutions for CBC/Radio-Canada on an as-needed basis. Proponents must understand and agree that, in order to ensure the fulfillment of mandates in accordance to CBC/Radio-Canada schedules and deadlines, should Qualified Suppliers be unable to deliver, CBC/Radio-Canada reserves the right to award mandates outside of the established Agreements resulting from this RFSA.
2. MANDATORY REQUIREMENTS:
There are no Mandatory requirements to obtain access to the RFSA documents, nonetheless, Proponents will have to demonstrate, in their bid, that they meet the specified mandate requirements and can deliver the required services for the design and development of all formats of e-learning solutions.
- Rapid e-learning, basic customized e-learning, advanced customized e-learning, learning apps, and interactive support material.
3. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFSA documents through Merx. Here is the link to the Merx Quick Get Started Steps for new users (http://bit.ly/2NW0a93).
- Determine your eligibility to participate based on the description/objective statement for the RFSA.
- Register with MERX if not already registered by following the link to the Quick Get Started Steps provided above.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFSA must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFSA, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA # HR20191015) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than October 26, 2020, at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such a clock is accurate or not.
Partial Proposals, amendments, or revisions that are received after the date and time for the RFSA Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
