PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
The key objective in issuing this Request for Supply Arrangements (“RFSA”) is to identify CBC/Radio-Canada’s future Supplier(s) to help it deliver OTT client applications linked primarily to its ICI TOU.TV service..
1. SUMMARY OF REQUIRED SERVICES:The Providers will be required to play a key role in developing concepts and carrying out associated tasks. They must be capable of working in a multi-team environment (internal and external) and be fully committed to the projects they are assigned.
CBC/Radio-Canada’s requirements cover the following categories:
● Cross-platform responsive design
● Client application development
● Assistance with the submission process to get applications approved for inclusion in the various application stores (e.g., App Store).
● Support and evolution
Interested Proponents must apply for all of these categories. Once selected, the Providers will receive Requests for Services specifying the nature and details of the projects requiring their participation, including but not limited to:
● Expected results;
● Deliverables;
● Proposed timeline for mandate fulfillment.
2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFSA is open only to Proponents who meet each of the following mandatory requirements:
YEARS OF EXPERIENCE
The company must have at least five (5) years’ experience providing Goods and/or Services similar to those described herein.
MANDATES OF SIMILAR NATURE
Proponents must provide at least (3) mandates for Goods and/or Services similar to those described herein, as evidence of their capacity to undertake an agreement with CBC/Radio-Canada.
3. CONFERENCE CALL (OPTIONAL)
Proponents who wish to obtain more information regarding this RFP, may attend to an optional conference call.

An ID number will be given to you so that you can identify yourself anonymously at the time of attendance at the conference call to be held on February 26, 2018, 1:30 p.m. Montreal Local Time.
4. TO REQUEST THE RFSA DOCUMENTATION
To obtain the RFSA Documentation, Proponent must submit a written statement signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above. The documents to be completed are available on Merx and must be sent, to the attention of the CBC/Radio-Canada representative for this RFSA:

If you have not received acknowledgment of your request within forty-eight (48) hours, it is your responsibility to resubmit your request.
Following receipt of the signed written statement, you will be provided with the access to the documentation on Merx.
To ensure that the Proposal is valid, all Proponents must obtain the documents of the RFSA.
The RFSA file package must be ordered directly from Merx.
Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
5. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFSA process.
6. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than March 15, 2018, 12:00:00 p.m. (noon), Montreal Local Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
Note:
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
