Notice of Proposed Procurement constituting a Tender Notice under the CFTA
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Contract Value
$2,210,000, excluding applicable taxes
2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish one (1) contract for the provision of equipment moving services on an as required basis, primarily for white glove services for screening equipment and related items when there are special material handling requirements, such as packaging and crating of equipment for protection against damage during transportation; uncrating and removing packaging materials at destinations; as well as various moving and other related services. Crate building and provision of storage may also be included in the scope of services as value added options.
The initial term is for a period of five (5) years, with one (1) optional extension period of five (5) years.
The equipment to be handled may include high value products, such as X-ray and Computed Tomography (“CT”) equipment (ranging in weight from 1,000 lbs to 18,000 lbs), and Explosive Trace Detection (“ETD”) equipment, as well as standard related equipment including, but not limited to, roller conveyers, roller tables, stainless steel tables, and/or any other security screening equipment.
A limited number of equipment may include electronic equipment that contains radioactive material which is regulated under the Transportation of Dangerous Goods Regulations as Class 7 Radioactive Materials and under the Nuclear Safety and Control Act as radiation devices that contain a sealed source nuclear substance. Other Dangerous Goods may be identified at the time CATSA requests the services.

3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into direct negotiations for a non-exclusive Contract.
4.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five (5) years, renewable for one (1) additional optional extension term of five (5) years at CATSA’s sole option.
5.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

6.0 Mandatory Requirements
The RFP contains no mandatory requirements.
7.0 Rated Requirements
The RFP contains details of the rated requirements.
8.0 Contractor Selection
Step 1: Technical Offers will be evaluated against the Rated Requirements and up to the top three Technical Scores that are within a twenty percent (20%) range of the top Technical Score from this step will be shortlisted to proceed to the next step of the evaluation.
Step 2: The Financial Offers of bidders shortlisted in Step 2 will be evaluated and assigned Evaluated Prices in accordance with Schedule “D” (Financial Offer Requirements and Evaluation).
Step 3: Bidders will be ranked. The Weighted Technical Score is determined by dividing each bidder’s Total Technical Score by the highest Total Technical Score and then multiplied by sixty-five (65). The Financial Score is determined by dividing the lowest Evaluated Price by each bidder’s Evaluated Price and multiplying by thirty-five (35). The two resulting scores are then added together and the total is the highest Weighted Score.
Step 4: The bidder with the highest Weighted Score will be invited into direct contract negotiations.
9.0 Trade Agreement
This procurement is subject to:
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
10.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
