The objective of this RFI process is to identify commercially available solutions for calculating greenhouse gas emissions for small and medium-sized enterprises (SMEs), both in terms of methodology, platforms used, and management of the data collected. Vendor understands and agrees that this RFI is not a RFP and may not lead to a RFP in the future (for all or part of the services and products).
Greenhouse gas (GHG) emissions from Canadian SMEs account for over 200 million tonnes of CO2 equivalent, or about 30% of the country's greenhouse gas emissions, according to the Canadian Climate Law Initiative. However, SMEs are still relatively ill-equipped to accurately quantify their emissions and thus identify the main sources to prioritize the reduction actions to be implemented. Small companies have neither the resources nor the expertise to carry out detailed GHG assessments like large organizations.
Nevertheless, the evolution of regulations in Europe and the United States, with new disclosure requirements for large customers to include scope 3 (indirect emissions from an organization, including its supply chain), suggests that similar regulatory developments are likely to happen soon in Canada. As a link in the supply chain, SMEs will need to be able to quantify their greenhouse gas emissions to maintain their competitive advantage.
Similarly, as a signatory to the Financial Partnership for Carbon Accounting Financials (PCAF), BDC itself will need to measure and disclose the footprint of its portfolio by 2024.
Therefore, BDC wants to establish a baseline with 3 objectives:
• Obtain detailed information from Vendors in order to have a better knowledge of the solutions (methodology and platform) possible or existing on the market to calculate GHG emissions of SMEs;
• Estimate the capacity of Vendors to propose a calculation methodology particularly adapted to the specific profile of Canadian SMEs, while respecting international standards;
• Collect comments and recommendations from Vendors.
