Description

BDC uses the 3E learning and development strategy. The 3Es stand for:

Experience
Exposure; and
Education.

The level of effort invested to each of the Es are approximately 70% for experience, 20% for exposure and 10% for education.

BDC uses Workday Learning as the Learning Management System (“LMS”). Within the LMS, BDC has an eLearning course bank composed of short videos, quizzes, simulations, games, activities, and other interactive elements hereinafter referred to as Content (“Content”). The Content that is used within the LMS can be uploaded using SCORM packages or connect via an SSO with the content provider. The SSO then redirects the BDC employee to the website of the content provider.

The objective of this procurement process is to update on BDC’s Workday platform the Education portion with on-demand eLearning Content for high-priority skills to be developed. BDC has identified the skills in order of highest priority along with other important skillsets which can be found with the prequalifcation documentation.

The Content provided by the bidders should be:

current and relevant;
user-friendly;
packaged library of electronic resources such as videos, articles, books summaries, podcasts, e-learning modules, etc.
accessible in both desktop and mobile format; and
available in both English and French, either identical or similar.

BDC would like to sign an agreement for a minimum of three (3) years with two (2) options to renew for a period of one (1) year each.
