INVITATION TO TENDER
SAINT JOHN AIRPORT - APRON FLOODLIGHTING AND CCR REHABILITATION
CONTRACT NO. 20-0082

Qualified Contractors are hereby invited to submit a tender to undertake the Apron Floodlight and Constant Current Regulator Rehabilitation Project at the SAINT JOHN AIRPORT. Tenders, on supplied forms, will be received at the Saint John Airport Inc. (4180 Loch Lomond Road, Saint John, NB E2N 1L7, Canada) until 2:00 p.m. local time on Friday, September 24, 2021.

The work generally involves:

Apron Floodlighting
- Replacement of three (3) apron floodlight poles including concrete foundation, pole, reuse of existing conduit extended through new foundation and restoration of pavement structure including granular and asphalt.
- Replacement of existing apron floodlight fixtures with new LED fixtures.
- Installation of new LED obstruction light fixtures on all six poles.
- Replacement of existing wiring and contactors.

Constant Current Regulators
- Reuse of existing constant current regulator 2400V input power distribution, switch gear enclosures and bus work including re-torquing terminations.
- Replacement of individual cell input fuse cradles and wiring from busses to fuses.
- Replacement of eleven (11) constant current regulators within existing switchgear cells with new 2400V ferro-resonant constant current regulators.
- Installation of two (2) new 2400V ferro-resonant constant current regulators within existing obsolete switchgear cells.
- Replacement of one CSRL circuit selector switch within existing switchgear cell.
- Removal of two (2) existing constant current regulator/circuit selector switch/spare obsolete cells.
- Reuse of six (6) existing constant current regulator cells in place.
- Associated temporary re-termination of existing airfield series lighting cables to accommodate construction sequencing.
- Associated temporary connections and modifications to existing airfield lighting control system to accommodate construction sequencing.

Plans, specifications and tender forms may be obtained by prospective bidders via Merx at www.merx.ca. Tender documents are available as of Friday September 3, 2021.

Tender Closing Date: FRIDAY, SEPTEMBER 24 AT 2:00 P.M. LOCAL TIME.

The lowest or any Tender will not necessarily be accepted. Tenders submitted will be opened privately.

Event Note

There will be a PRE-BID MEETING on Tuesday, September 14, 2021 at 2:00pm Local Time, held at the Saint John Airport Terminal Conference room and also available via MS Teams web conference, registration is required to participate. To register email Isaac Wilkinson at Isaac.wilkinson@aviang.ca before September 13, 2021 with the list of attendees for the meeting or a request to the MS Teams meeting link. Attendance at the Pre-Bid Meeting is not mandatory but strongly recommended. There will be an opportunity to visit the site immediately following the pre-bid meeting. Registration is required please email Isaac Wilkinson at Isaac.wilkinson@aviang.ca to register. Contractor representatives who wish to participate in the post meeting airside tour must pre-arrange a security pass by sending a scan of one piece of picture I.D with registration for pass processing before September 13, 2021.

Additional Bidding Instructions

A Bid Bond, Certified Cheque, or Irrevocable Letter of Credit in the amount of 10% of the tender amount and an Agreement to Bond must accompany each Tender. The successful Tenderer will be required to provide a 50% Performance Bond and a 50% Labour and Material Payment Bond upon execution of the Contract.
